Leonard McNeil

is the Development Director at Jireh Technologies, Inc. Mr. McNeil’s primary duties are based on developing a diverse funding base and focus on researching potential funding sources from public, private and corporate foundations, developing grant applications, writing narrative reports, securing in-kind contributions, exploring, securing and maintaining partnerships and developing strategies for residual income. He is the founder of the first hands-on computer learning center in HUD’s Region IX [California, Nevada, Arizona, Hawaii] in February 1996. He received the Outstanding Employee of the Year award from the Association of Housing Management Agents (AHMA) for his leadership role in establishing the computer lab. He was instrumental in raising a portion of the $686,000 in the successful capital campaign for a 4,000 square foot community center which he helped design. During his tenure, he raised $380,000 to support the technology and myriad programs and services that served low-income constituencies within an affordable housing development. Mr. McNeil guided the community technology center to a Best Practice award in 1999 from then HUD Secretary Andrew Cuomo. He has extensive experience establishing and maintaining community partnerships. He is a Fellow with the Community Technology Foundation of California. He has nine years of experience directing a community technology center that received national print media and online recognition. He served as a consultant under the auspices of the CTCNet Leadership Development Institute. Alongside his duties at Jireh Technologies, Mr. McNeil is the current term mayor for the city of San Pablo, California.
